What We Know
The Government of Canada has announced new counter-tariffs on products originating in the United States, effective September 8, 2026. These measures were introduced in response to the United States’ decision to impose a 50% tariff on $27.6 billion worth of Canadian goods effective August 22, 2026. Canada has indicated that it will match the U.S. measures “dollar for dollar” by applying surtaxes ranging from 15%, 25%, and 50% on selected U.S. origin goods.
The counter-tariffs cover $27.6 billion in imports from the United States and target products within sectors most affected by the U.S. measures, including:
Country of Origin Requirement:
The surtaxes apply only to goods that qualify as originating in the United States for marking purposes under the Determination of Country of Origin for the Purpose of Marking Goods (CUSMA Countries) Regulations.
Goods in Transit Exception:
The counter-tariffs will not apply to U.S. goods that are in transit to Canada on September 8, 2026, when the measures come into force.
